you love orchids, have we got a place for you to go. >> the largest show of its kind. it's happening in san francisco. we sent allie rasmus to check it out. we will get to her later in the show. first rosemary delivered up a gorgeous day yesterday. >> the rain held off. >> it stayed offshore for the most part. i kept checking the radar and it was dry. we will see another mainly dry day. a chance of showers increase into the evening hours. how about this, this morning partly cloudy skies. a beautiful shot of the golden gate bridge. temperatures are on the chilly side. we are cooler than where we were yesterday morning. santa rosa below freezing. 30 to start your morning. 43 in san francisco. oakland 41 for you and 34 livermore and 3-9d at san jose -- 39 san jose. if you are inland locations, good chance you are in the 30s and it's a colder one than

yesterday. down by 5 in concord. down by 4 santa rosa. the peninsula, down by 2 at sfo. a tad warmer in mountain view. one of the only spots. storm tracker 2, we are dry. we have another weak system that will ride the coastline as we get into tonight and tomorrow. here is the futurecast model. picking it up for you at this hour, lunchtime partly cloudy, mostly clear. temperatures won't warm a lot today. then into the dinner hour, increased chance for scattered showers. then into the late night evening hours it will continue. tomorrow morning could be wet on the roadway for your morning drive. but all in all we have a fairly good looking forecast at least during the day hours. this shows you how much accumulation we are expecting. a tenth of an inch or less for most of us. san jose picks up a little more. but like yesterday, many of us will remain completely dry. if we see a scattered shower or two, it will be passing, not hanging around. i will have a look at what you

can expect for your afternoon temperature-wise then we will look into the extended forecast. there is a significant warm up coming our way. >> that sounds like good news. thanks. this morning police are searching for whoever shot and killed a man found dead in his car on an east bay freeway. it happened eastbound highway 4 in antioch at the hillcrest avenue off-ramp after 9:00 last night when chp officers arrived they found a blue toyota with a man inside. the man was declared dead at the scene. chp shut down the freeway that backed up traffic for miles. drivers stuck in the backup told us the idea of a shooting on a freeway that they are using is frightening. >> that's sad. in a world where people would think that that is something that is okay to do. >> it could be me at some point. >> chp is looking for any information about a suspect and is asking anyone that might have that information to give them a call. the freeway is open again this

morning, highway 4. three people are hospitalized in critical condition after a car crashed in east palo alto last night. there are reports that it started with a chase with the police just before 8:30. officers were trying to pull over a nissan altima. the driver refused to stop. police say the driver was going about 70 miles per hour when the car slammed into a tree near bay road and oakwood. there were five people inside that vehicle. two men, a woman and a girl were taken to the hospital. adults are the most seriously injured. no one else was hurt. a landslide partially stranded homeowners in a rural part of contra costa county. there are fears that rescue crews won't meet them. there is one narrow road for people to get in and out of the area. >> if you were to drive out that way, it gets down to a narrow one lane road. and it's terrifying. most people don't want to drive it. >> the road going over there

already has numerous slides, waterfalls going across it. >> there is a private road that leads in and out of that area but neighbors say on the private road aggressive drivers brock a waterline and damaged a gate. they are in talks with the property owner. as for morgan territory road, officials say it could be closed for months. the sun has been shining- for a few days but homes are still under evacuation orders. the reason is the sewage system in the rock springs neighborhood that could overflow if we get more rain. some people are being escorted in to see what shape their homes are in. the overnight shelters at local high schools are closed because the stools are preparing for students to return to class tomorrow. volunteers spent yesterday as they have the last few days ripping up carpet and trash and removing damaged appliances. people that work at the san jose animal center have been caring for some of the pets whose owners were not allowed to take them to the emergency

shelters. most of the animals were claimed by residents who started the process of returning to their homes or staying with families and friends. but it has been a harrowing ordeal for the pets. >> it's scary. they don't know. all of a sudden, boom, they are uprooted, thrown in a boat or truck. so, it's difficult. we take care of them the best i can. of course, there is no place like home. but, you know, i do believe that we are providing a service that gives people peace of mind that the pets are safe while they are trying to get themselves situated. >> the care center says a handful of pets are still at the shelter. >> you can find a link to the flood relief fund by logging on to ktvu.com and clicking on weblinks. a large turnout at a town hall meeting in oakland. organizers wanted senator diane feinstein to attend. the group indivisible east bay say there were not enough seats and time for her talk on

friday. so, the group organized today's event to go more in depth with the issues. but miss feinstein is traveling back to washington, d.c. and could not attend. organizers say the town hall meeting will go on as planned without the senator. they say they will be talking about several issues including the affordable care act and immigration writes. the town hall event kicks off at 10:00 this morning at the elmhurst community prep school in oakland and includes an activism fair. on facebook, nearly 3,000 people said they will be there. indivisible east bay expects 30 political groups to be there as well. it's not just democratic lawmakers that are seeing a push back at town hall meetings. republicans are being confronted by frustrated voters. it has prompted some lawmakers to cancel appearances. reporter: some lawmakers are avoiding town halls

altogether like republican texas representative lewis gobert. others like rodney are choosing to have telephone town halls instead. saturday morning alabama republican representative gary palmer hosted a town hall in hover. he spoke to the crowd overflowing to the outside. popular ton picks at the town halls are obama care, immigration and climate change. some constituents are hosting town hall meetings themselves and inviting lawmakers to attend, like in las vegas where an empty suit stood in for an absent senator dean heller and a cardboard cut out for senator rob portman in ohio. republican congressman leonard lants from new jersey is embracing meeting with constituents that didn't vote for him and he doesn't believe they are paid protestors. >> not to my knowledge. this is the 41st in person town hall meeting i have held.

i never experienced paid protestors. i don't think that was true the other night. a left leaning group called indivisible is organizing activists to go to town halls and publishing a handbook on the web giving step by step instructions on resisting president trump's agenda. be polite but persistent. tim murphy did not hold a town hall meeting this week citing the guide. >> if you look at the guide, they don't have issues they want to discuss. it's orchestrated where they will sit. they will boo when the congressman talks. they are told not to give up the microphone. >> it's not just republicans. the nation's most vulnerable democrats like claire mccaskill up for reelection in 2018 are avoiding town hall meetings as well. in new york, brian yennis, fox news. some republican congressman faced hostile crowds there was a spirit of enthusiasm in half moon bay held by jackie spears.

that event was held yesterday. according to congressman spear 1800 people signed up to attend. she never had so many constituents show up to a town hall meeting. >> i think we have tapped in to a great emotional up heave veal in the american -- up heavy value in the american electorate they fear that the democracy is in jeopardy. >> she said people are worried about how the presidency will affect americans on issues that include citizenship, health coverage and freedom of the press. the battle between president trump and the media is escalating. coming up in the next half hour, the big white house correspondents dinner. the president has decided to skip breaking tradition. >> first, a new year and new venue for the orchid festival in san francisco.

anyway. >> beautiful day. check out the orchids. orchid growers gathering in the hall of flowers this weekend. >> a lot of orchids. they are celebrating the san francisco orchid exposition. allie says it's the largest show in the country. >> largest in terms of the plants on display and variety. there are 60,000 different species found around the world. they are found all over the place. we are in the trophy room. all the orchids have won an award for being perfect in some way. we have bruce who is an orchid expert. >> what makes a prize winning orchid.

what makes these orchids here in the trophy room so great they are special. they have big flowers or foliage unique like this here. >> what are the categories or what is the criteria for a prize winning orchid, the color? >> the color, the way the flowers are arranged on the stem. we have many categories for these prizes. there is a category on these. this one won because the flowers are so beautifully arranged on the stem. the color is so deep and these spots. this hybrid is fragrant that people are looking forward to. something that is lost in the breeding. >> when you told me orchids have a fragrance, i have them at home and i never thought about them having a sent like a rose. >> you must have baby orchids. >> is it because the store bought lose their scent. >> exactly. when you do heavy breeding, the first thing that drops is

scent. in years past people lost track of the scent. >> in japan they have a trophy for best scent. one thing that was taken into consideration was this lovely sent. with these, a lovely scent. >> can we describe the scent? i was looking at these. >> these are tremendously fragrant. >> it smells a little bit like a rose. like a flower. >> a lot do mimic other flowers or other flowers mimic them. >> which is your personal favorite. >> with all these big huge flowers, my favorite is this miniature orchid. >> you look at it and you don't realize right away that those

are tiny flowers. >> this is a huge pot of a very small miniature orchid from new guinea. as you notice, the flowers, there are so many here. this is why it got the award. it's beautifully grown but so many flowers on the plant. >> thank you, bruce richards. this is at the san francisco county fair building off 9th avenue open from 10:00 to 567b8g9 we were looking at the prize winning orchids. we have an interesting one in the next hit. it won best of show. it looks a little different than what you would expect for your typical orchids. we will show you that in a half hour from now. >> they grow like weeds but i can't get them to rebloom. >> they are a temporary flower. >> ask him how to do that.

showers and tonight a few scattered showers. i am confusing all of you. i will explain. >> dry start with mostly cloudy skies. a cold one. the temperatures won't change a lot. in fact this morning, we are a little cooler than where we started yesterday morning. in the afternoon, the temperatures will feel similar to saturday afternoon. i will show you the next system that brings a chance of showers. it's well to the north. you can see the areas, the north corner of california picking up on a few showers. outside of the state, mainly dry. here is futurecast model. again, the rain to the north of us. as we get into the afternoon, it does begin to slide south. this system will be similar to the system yesterday where it just sort of skirts along the coastline and brings us a slight chance at a few

scattered showers. if it comes inland, we will get a better chance if it shifts to the west, we could remain dry like we did yesterday. at 4:00 in the afternoon, where it does begin to increase, the chances. into the evening hours, if you see a movie, out and about tonight, this is the best chance of seeing light rain. on and off passing, not a big deal. tomorrow a chance of a few showers. hopefully won't impact the morning drive. we will leave the possibility there. we dry out. then we will see an extended period of drive weather and warm up. i will show you those numbers in the extended forecast. for today and through tomorrow, anywhere from a few hundreds of an inch to a quarter inch. we have a beach hazard actually

junior and his mother were detained at the hollywood international airport when they came from jamaica. they say he was questioned for two hours and if he was a muslim. he has a u.s. passport. he told the officials he is muslim and born in philadelphia in 1972. they believe the questioning is related to president trump's travel ban. a spokesperson said we have no interest in questioning anyone for two hours about their religion. new this morning, violent clashes between police and protestors in western france. you can see the riot police firing tear gas and stun grenades. 2,000 people gathered to protest the presidential candidate maureen lepen. she is up against two other candidates. iraqi forces are making progress in the fight to take

back western mosul from isis. the iraqi miller tear said it re-- military said it recaptured two of the neighborhoods. they are backed by u.s. air strikes. they gained control of the eastern half of the city and recaptured mosul's airport and a military base. an estimated 750,000 people are trapped in the western portion of that town. new details have been- related on the death of north korean leader kim jong un's half brother. they say he died within 0 minutes of being poisoned. two women are accused of rubbing a banned chemical weapon, vx nerve agent at the malaysian airport. police searching the airport found no trace of the poison. police arrested and vietnamese and indonesian women for the crime. they thought they were part of a prank show.

correspondents dinner. he broke the news with a tweet: that event is set for april 29th. it's a washington tradition. it comes with a mix of celebrities, journalists and politicians. many news outlets vowed to boycott the dinner after the president called the press the enemy of the people. the democratic party has a new chairman this morning. >> i am confident that when we lead with our values and lead with our actions, we succeed. that is what the democratic party has always been about. >> about inclusion. >> former secretary of labor under president obama, thomas perez was elected chair of the democratic national committee yesterday. he is the first latino to lead the party. democrats are hoping to build on antitrump momentum, take back congress and stop the president's agenda in the

federal law and puts people at risk. a man was released from jail despite immigration officials asking to keep him behind bars. a sonoma county police chief is making it his mission to ease the fears of undocument immigrants in a letter to the community. carlos aserta said if you are an undocumented immigrant in the town of windsor you do not need to fear the officers of the windsor police department nor assume that they have any reason to bother you, detain you or arrest you for being undocumented. your immigration status is completely irrelevant to us. the issue hits close to home for the chief. he is the grandson of undocumented immigrants. a man in new orleans has been arrested on suspicion of drunk driving after plowing his pickup truck into a crowd of people watching a parade. 2 people were hurt after the truck crashed into the crowd yesterday.

a police officer and a 3-year- old child are among the injured. when asked if the crash was terror related, the new orleans police chief says it looked like a case of dui. >> traveling in the opposite direction from the parade, struck two vehicles then reared off to the other side, struck a dump truck. in the process, before that truck came to rest, struck a number of pedestrians. >> one witness says the driver seemed almost unaware of what he had done and seemed out of it. 21 people were hospitalized after the crash including five who are listed in guarded condition. today is the final day of a museum exhibit on the history of the black panther party. the exhibit all power to the people was supposed to end the run earlier this month. it was so popular it was held over until today. the exhibit includes some of the original documents written by hugh we newton and has photos and videos shot during

the 1960s. the oakland museum expects all tickets to sell out. lola is getting a history lesson through dress up. in celebration of black history month her mother has been dressing her up as an iconic black woman every day this month. she posts side by side photos on her twitter page. the pictures are getting thousands of likes and retweets. her teacher is using these pictures as a way to help the kindergartners learn more about the important black women in our history. how about college basketball. gonzaga was dethroned. it was the first loss of the season. number 6 oregon squeaked out another winner to beat cal. warriors-nets. they didn't have kevin durant. not a problem.

how to keep the orchids alive? >> no kidding. >> yes, we will share some of those in a second. trust me, you guys aren't the only ones that had problems trying to get them to reflower. they are beautiful, delicate but hardy in some ways because they have been around for millennia. people have cultivated orchids for thousands of years. we are in the orchid room. all the flowers you see here have won a prize. there are some of the conventional orchids that you see, that you expect to find in stores and unusual varieties like this one over here. i will bring in an orchid expert. bruce rogers will talk about what is this called and what are the speck can i things. >> i think that is what the plant uses to tickle the snails. >> a defense mechanism. >> i think so. it gets carried over from -- that is a high bride of the

species. >> talking about evolution, the evolution of these plants and the things that they have done to help them pollinate and defend themselves, that relates to the one employer in the room that got the best of show. >> unusual looking. >> this is from china. little flies are lured into the pooch here. when they fall in there is only one way out, they fall out the back way, they are smeared with pollen and then go to the next flower and pollinate the next flower. >> that why the best in show because it's beautiful. >> it's a rarer form. a newly discovered species maybe 15 years ago. this is beautiful. it's flat. the dorsal -- that is what

brought it over the edge. >> for those of us not in the field of competitive orchid growing and we want the flowers to bloom again, how do we do that. >> we don't care if they die because we sell orchids here. of course we care if they die. the best rule of thumb is to give them a change in nighttime temperature. moth orchid in the same room every day, bring it to a cooler room by the garage. >> a change of scenery. >> or repot it. >> repotting is sometimes the key but usually it's a matter of day and night temperature why they aren't blooming. if it's a repotting problem, that is obvious. >> they want to be in cooler climates not warmer. >> if it's a warm growing orchid cool it down. cooler growing orchid, warm it up. give it day night temperature differ raise. that is enough to spark them up. >> all right. so, well, maybe just a change

it's still winter after all. >> what? >> yeah, i know. >> this system coming in today reminds me of what we had seen in recent years while experiencing the drought where we would call for a storm. it would come and go and people would say that was the storm? i didn't see or feel anything. giving you a look outside the doors over the east bay, a beautiful start to the day. we are in between systems. yesterday's system didn't bring us much of any rain. most of it remained offshore. today we are going to remain dry for the first part of the day. even though we see an increase in a chance of showers for tonight, not a big deal. here is california. this is northern california. this is where we are seeing the rain and snow. it will drop south like yesterday. the system is right about in here. again, it will just ride parallel to the coast. by tonight, increasing cloud cover. a chance for scattered showers. it will linger into tomorrow morning. not expecting much out of this.

teams take time to prepare for this. last year we had the photo finish. it was incredible. a lot of strange things happen at the daytona 500. >> super speedway racing is a race -- race that you are just in a pack. so, there is 40 cars the whole time in a big pack trying to pick your spot to win to try to get up front, avoiding the big wreck because eventually when you run inches apart, a 2-inch mistake takes out a lot of cars. it's a challenging race. it comes down to the finish line like last year with denny hamlin and martin truex. a great race. fun race. for a driver physically not the

details coming up. this morning the c hp is asking help from the public for whoever shot and killed a man on the freeway at the hill crest exit. they found a blue toyota with a man inside. the man was declared dead at the scene. the chp shut down the freeway that backed up traffic for miles. drivers are out of their cars walking around. one driver said the idea of a shooting on the freeway is frightening. >> that is really sad. in a world where people would think that is something that is okay to do. >> it could be me, too. >> the freeway is back open this morning. three people are hospitalized in critical condition after a car crashed in east palo alto last night. there are reports that it started with a chase with the police just before 8:30. officers were trying to pull over a nissan altima. the driver refused to stop. police say the driver was going about 70 miles per hour when the car slammed into a tree near bay road and oakwood.

there were five people inside that vehicle. two men, a woman and a girl were taken to the hospital. adults are the most seriously injured. no one else was hurt. a landslide partially stranded homeowners in a rural part of contra costa county. there are fears that rescue this is morgan territory road outside of clayton of the it collapsed friday night because of the rain. that leaves one narrow road for people to get in and out of that area. >> if you were to drive out that way, it gets down to a narrow one lane road. and it's terrifying. most people don't want to drive it. >> the road going over there already has numerous slides, waterfalls going across it. >> there is a private road that leads in and out of that area but neighbors say on the private road aggressive drivers brock a waterline and damaged a gate. county public works is in talks

with the property owners. as for morgan territory road, officials say it could be closed for months. the weather has been nice in san jose for a couple of days but 3500 people are not allowed to return to their homes in the flood zone because the sewage system in rock springs, the neighborhood there could overflow if we get more rain soon. some people are being escorted in to see what shape their homes are in. the overnight shelters at local high schools are closed because the schools are preparing for students when they come back from break tomorrow. you can find a link to help out at ktvu.com. click on the weblinks. we are expecting to see a large turnout at a town hall meeting in oakland. organizers wanted senator diane feinstein to attend. the group indivisible east bay say there were not enough seats and time for her talk on friday. so, the group organized today's event to go more in depth with

the issues. but miss feinstein is traveling back to washington, d.c. and could not attend. organizers say the town hall meeting will go on as planned without the senator. they say they will be talking about several issues including the affordable care act and immigration rights. the town hall event kicks off at 10:00 this morning at the elmhurst community prep school in oakland and includes an activism fair. on facebook, nearly 3,000 people said they will be there. sometimes it changes and who shows up. indivisible east bay expects 30 political groups to be there as well. it's not just democratic lawmakers that are seeing a increased meetings. republicans are being confronted by frustrated voters. it has prompted some lawmakers to cancel appearances. reporter: some lawmakers are avoiding town halls altogether like republican texas representative lewis gobert.

others like rodney are choosing to have telephone town halls instead. saturday morning alabama republican representative gary palmer hosted a town hall in hover. he spoke to the crowd overflowing to the outside. popular topics at the town halls are obama care, immigration and climate change. some constituents are hosting town hall meetings themselves and inviting lawmakers to attend, like in las vegas where an empty suit stood in for an absent senator dean heller and a cardboard cut out for senator rob portman in ohio. republican congressman leonard lants from new jersey is embracing meeting with constituents that didn't vote for him and he doesn't believe they are paid protestors. >> not to my knowledge. this is the 41st in person town hall meeting i have held. i never experienced paid protestors. i don't think that was true the other night. a left leaning group called indivisible is organizing activists to go to town halls

and publishing a handbook on the web giving step by step instructions on resisting president trump's agenda. be polite but persistent. tim murphy did not hold a town hall meeting this week citing the guide. >> if you look at the guide, they don't have issues they want to discuss. it's orchestrated where they will sit. they will boo when the congressman talks. they are told not to give up the microphone. >> it's not just republicans. the nation's most vulnerable democrats like claire mccaskill up for reelection in 2018 are avoiding town hall meetings as well. in new york, brian yennis, fox news. some republican congressman faced hostile crowds there was a spirit of enthusiasm in half moon bay held by jackie spears.

she got a standing on vacation. that event was held yesterday. according to congressman spear 1800 people signed up to attend. she never had so many constituents show up to a town hall meeting. >> i think we have tapped in to a great emotional up heavy value in the american electorate. they are fearful. >> the congresswoman says people are fearful how the trump presidency will affect americans, citizenship, health coverage and freedom of the press. caught on camera, a thief smiling while stealing a package from a porch. >> the images released by police in hopes of leading to an arrest of that young woman there. >> but first a majority of the state may be out of a drought

parched. they had one of the wettest on record. >> we have a dam problem. we don't have enough of them water wise. >> reporter: he says the local water district is well prepared for the water district but thinks most of the rest of the state is not despite voters approved a water bond in 2014. >> the money is there. there is money at the federal level, the local level. the money has been approved numerous times by the state voters. it's the lack of the will to invest in building. >> dams, bridges, we have a lot of work to do. >> reporter: governor jerry brown focused much of his attention on controversial rail project. others advocated for better stronger dams, levees and reservoirs, environmental opposition to all new water

projects lead to the damage to critical infrastructure like the oroville dam. a successful project can take a decade or longer to break ground. it could cost california $100 billion to repair and upgrade the water system. why should anyone outside of the state care? >> the amount of crops that we grow there and that is a significant source of water but the engine of the economy of california is driven by water. >> the weather in california has never been predictable. nine multiyear droughts in the last century. like this year, almost everyone was ended by floods with a fraction of the water captured. in los angeles, adam housely, fox news. >> not just the dams but the infrastructure, the bridges, the roads, everything in california is old and all the infrastructure under need, sewers. >> the water mains that break.

northern california beginning to see light showers there. it will do what the system did yesterday and that is going to skirt the coastline and bring us the possibility of scattered showers. yesterday'ssystem stayed well offshore far enough that not even the coast picked up much of any rain. today we are looking at dry conditions. tonight the chance will increase. not a lot. i showed you that with the projection of the amounts expected through tomorrow night. here is the afternoon -- early evening as we get into sunset. especially over the north bay, the chance increases on the coastline. then into the evening hours, notice this is our better chance here. we will be dry through the daylight hours. sun setting closer to 6:00 these days. as we get into the nighttime hours, that will be the chance for the rain to move through the bay area. we start with the possibility of a few scattered showers. it doesn't look like a big deal. i point it out because it will be during the morning drive. into the afternoon, we are

drying out. once we get past that, we are done. here is a look at overall the expected rainfall. northern california, areas like crescent city could pick up 1/2 inch by tomorrow night. for us a quarter inch or less is expected in most areas. some of us are likely to remain dry. 3:00 this afternoon into the overnight hours. going up, go now or if you are coming back, maybe come back sooner than later. this again will be an afternoon event. as we get into the evening hours it will be slick and chains and snow tires will be required. temperatures right now, 34 in santa rosa. inner east bay, 38 livermore. these temperatures are up from where we started. 45 sfo. this is where we are expected to land this afternoon. 55 san francisco. 57 on the peninsula in redwood city. 58 in the south bay of san jose. low to mid-50s for the north

new details were released in the death of kim jong-un's half brother. he died within 20 minutes of being poisoned. two women are accused of rubbing a banned chemical weapon on his face almost two weeks ago. yesterday malaysian police searched the airport and found no trace of poison. two women were arrested for the

morning south second street outside this restaurant. police have not released the name of the victim but according to the san jose mercury news the victim was an employee at the restaurant. there was an argument involving several men before the stabbing. no arrests have been made yet. police are asking anyone with information to step forward. in man in new orleans has been charged with drunk driving after crashing into a crowd of people at mardi gras pass rad. when asked if the crash was terror related, the new orleans police chief says it looks more like a case of dui. >> struck two vehicles and then reared off to the other side and struck a dump truck and in the process, struck a number of pedestrians. >> one witness says the driver seemed almost unaware of what

he had done and out of it. 21 people were hospitalized. five people are in guarded condition. new video out of southern california showing a man doing just about everything to avoid an arrest including jumping over fences, running through backyards and then hoping on top of a rooftop and going from rooftop to rooftop. at one point you can see the man trying to use his cell phone. he was captured by the police. no one was hurt in the chase. take a look at the shocking cell phone video. you can see a man clinging to the side of that car, his feet dangling. the driver grabbed the man's 2- month-old pit bull from an apartment complex in the l.a. area. when the dog owner tried to get it back the man closed the window and trapped him. eventually the man opened the window and the man fell to the ground. the suspect and the puppy are

nowhere to be found. new this morning, governors across the country are in washington, d.c. for the national governor's association meeting. one of the concerns is the promise to repeal and replace obama care. scott walker and terry mcauliffe talked about the key issues. >> as governors we want personalized patient centered health care that treats people like a human being, not a number. >> i am concerned about how we do this going forward. we don't like block grants. if you block grants we will have a set number. what happens if we have a recession. what happens if the stock market goes down, we at the state level have to incur the costs. >> the republican governors say the plan they present would give states more flexibility to provide health coverage to low income residents. democratic governors say republicans aren't being honest about the effects of the plan. they will meet with president

we started out near freezing, below freezing in some areas. if you are in the south bay and closer to morgan hill and gilroy and you felt a shake, you weren't imagining it. 3.6 reported earlier this morning. thanks for the tweet on that from our friends. we got a closer look at where it was in and around -- just south of gil low right on the west side of the highway 101, highway 25 junction there in the hills. so, yeah, a small tremor this morning about 7:00 or so. giving you a look at what is going on around the bay area, mostly clear skies. quiet weather, cool weather. into the afternoon, clouds begin to increase. this is the next system that will drop south and bring us the possibility of a few scattered showers. but, again, i don't think so you need to cancel your plans. futurecast model into the afternoon, noontime, 1, 2:00 perhaps increasing cloud cover. you may not notice. into the second half of the

afternoon, we begin to see, especially over the north bay and around the north bay coastline about sunset, 6:00, 7:00 notice it's down on the peninsula into the east bay but, again, it will be light. it will be passing and not going to stick around. it continues to push through. tomorrow morning we could wake up with a few scattered showers to start the day and that should be it. futurecast projection on rainfall amounts, anywhere from a few one hundreds to a quarter inch a possibility. this goes through tomorrow night. again, i think some areas are going to remain dry. if you are going to the sierra, impacting the hills as well, the mountains on i-80 and 50 over the pass and down to about 4,000 feet you have the winter weather advisory. expect the slick roads from 4 to 6 inches is what we could see later today into early tomorrow morning. not right now but an afternoon event. lithgow on through the night. temperatures right now outside

we will talk about nascar. the season gets underway today with the daytona 500. one of the drivers competing this year is a bay area native, a.j. allmendinger. >> the biggest race of the year is their first race of the year. that's how it works. >> sal had a chance to sit down and talk to the driver behind the wheel of car number 47. >> you are a bay area native, a bunch of us racing fans here are happy to see you doing so well. what do you think about the great american race. this is anyone's race. you could be a winner here. how do you go into the race. >> it's a race that is kind of unique. it's the biggest race of the year and first race of the year. so, unlike any other sport where you kind of build up to the big game, we come out from the winner --winter three month

break and get in the biggest race of the year. the daytona 500 is a special race. even if you aren't a race fan, you know what the daytona 500 is. if you are lucky enough to win the race, you know you are joining an elite crowd of drivers, special group of drivers that won. hopefully that's what we do on sunday. >> a.j., talk about how the race is so unpredictable. teams take time to prepare for this. last year we had the photo finish. it was incredible. a lot of strange things happen at the daytona 500. >> super speedway racing is a race --race that you are just in a pack. so, there is 40 cars the whole time in a big pack trying to pick your spot to win to try to get up front, avoiding the big wreck because eventually when you run inches apart, a 2-inch mistake takes out a lot of

cars. it's a challenging race. at times there isn't a lot you can do. you are driving in the pack and hope the driver doesn't make a mistake. it comes down to the finish line like last year with denny hamlin and martin truex. a great race. fun race. for a driver physically not the most demanding but mentally. it is by far because you are running inches apart. it's a challenge not to make a mistake. hopefully at the end of the race you choose the right line at the right time and have a chance to win. >> i want to ask you about road courses. you participated saying your road course driving is better than your golf game. i want to ask you more about that. do you like road courses? you are good at it. >> it's road course is my

background. growing up in california, i loved go carting. that is something that i was doing left and right turns. moved up to champ car. that was my background. coming to nascar was the first time i had been on any type of oval. it's something that i had to get used to. road course i feel like i'm at home. there is stuff that you can do to make a difference on a road course. you have to have a great car but in the end the way you brake, the way you shift, things like that are -- little small details that a driver can do to be better on a road course. i enjoy it. winning at watkins glen was a big deal. going to sonoma is a home race for me. i love. put more pressure on myself but i just enjoy road course racing in general. >> a.j., you being from northern california, we are cheering for you here.

funday sunday. here's a look at what we can expect as we get into the next system. anywhere from a quarter inch or less. when i say less i'm thinking a few one-hundredths. maybe even some folks remaining dry with this system. we do have an advisory for our west and northwest facing beaches. definitely a possibility. never turn your back to the water. keep an eye on your little ones if you're out there. winter weather advisory for the sierra. starts 3:00 this afternoon. we'll go into early tomorrow morning. snow levels will be dropping anywhere from 4 to 6 inches possible along the pass there. i-80 as well as 50. if you're headed up or coming back, be prepared for that. you'll have slick roads and winter driving conditions. i'll have a timeline on this system, take a better look at what we expect we'll get out of this system. in the extended forecast, dry, warmer weather on the way. more on this in a bit. thousands expected to attend a bay area meeting that starts in less than an hour.

>> the person they most want to hear from will not be attending. allie rasmus live where that event is scheduled to take place. allie. >> reporter: organizers are calling it an empty chair town hall meeting they know diane feinstein won't be in attendance. some people who plan on attending say it doesn't matter. this is an opportunity for people who share similar concerns about the trump administration to get together and get organized. now we are at the elm hurst prep school in oakland. this is in east oakland. this event starts about an hour from now. they're testing the medicine microphone. they're planning on having some speakers. the idea for this event started weeks ago. it picked up steam on friday. senator feinstein had a public appearance at an event in san francisco. the venue only had seats for 140 people. they only had ten minutes of questions from the audience. the groups behind this event

say they want an opportunity to voice more of their concerns to the senator, even if she's not here. the group mind this event -- behind this event. some of the local chapters of organizations that have popped up across california and the country, really, in recent weeks to a pose the policies of the trump administration. along with some speakers, organizers are also calling this an activist fair. there's going to be organizations, 30 different political groups, representatives from those groups in attendance. this is supposed to get started around 10:00. so about an hour from now at elm hurst prep school in oakland. in east oakland. the event doesn't start until 10:00. on their facebook page, 2700 people said they planned to attend.

when chp officers arrived they found a blue toyota with the victim inside. the man was declared dead at the scene. the chp shut down the freeway which backed up traffic for miles. drivers stuck in the backup told us the idea of a shooting on the freeway, very scary. >> that's really sad. in a world where people would think that's something that's okay to do. >> it could be me too, actually at some point. >> the freeway is back open again this morning and the investigation is continuing. three people are in the hospital after -- in critical condition after their car crashed in east palo alto last night. this started with a police chase. officers were reportedly trying to pull over a nissan.

the driver refused to stop. police say that driver was going about 70 miles an hour when the car slammed into a tree near bay road and oakwood. there were five people in that car. two men, a woman and a girl were taken to the hospital. the adults are the most seriously injured. no one else was hurt. a landslide has partially stranded homeowners in a rural part of contra costa county. there are fears that fire rescue crews will not be able to reach that neighborhood during an emergency. morgan territory road outside of clayton collapsed on friday night. that leaves just one very narrow road for people to get in and out of that area. >> if you were to drive out that way, it gets down to a narrow one lane road and it's pretty terrifying. most people don't want to drive it. >> the road going over there already has numerous slides, water falls going across it. >> there is a private road that leads in and out of the area, but neighbors on that private road say aggressive drivers have broken a water line and

damaged a gate. county publicworks says it's in talks with the property owner. as for morgan territory road, it could be closed forward months before it's repaired. sun has been shining for a few days, welcome news. more than 1300 homes in san jose are still under evacuation orders. one major reason, sewage system in the rock springs neighborhood could overflow they get more rain soon. see what kind of shape their homes are in. the overnight shelters at local high schools have been shut down so students can prepare to return tomorrow. they've. on winter break. volunteers spent yesterday ripping up carpet, picking up trash and removing damaged appliances. people have been caring for some pets whose owners weren't allowed this take them to emergency shelters. most of the animals have been claimed by residents who have started the process of returning to their homes or

safing with family and friends. it has been a harrowing ordeal. especially for the pets. >> it's very scary for the pets. they don't know all of a sudden boom, they're uprooted. they're thrown in a boat or truck. it's very difficult. you know, we take care of them the best i can. >> that care center safes only a handful of pets are still at the shelter waiting to be reclaimed. you can find a link to the flood relief fund by logging on to ktvu.com and clicking on the web links. a thief smiling while stealing a package from a porch. >> yeah, there are the images right there released by police in hopes it might lead to this woman's arrest. first a 65th orchid festival in san francisco. it is now underway.

they come. >> there are orchids that are all shapes, all sizes. there's 60,000 different species. we have hundreds of plants here. they're all really healthy. they're not like a box store orchid. they're grown from the growers so they're really healthy. when you buy an orchid here and you put it on your table it can last from two months to six months. it's really the best deal ever. >> your show has moved out to golden gate park. tell us where you were before and how come you're out at the park now. >> we were at fort mason. we decided we'd like to bring it to the park because we expanded it this year. it's now -- it's now orchids and garden things. we have carnivorous plants, we have ferns and a lot of different things so everybody has a chance to really engage from their garden. i mean our theme is big ideas

for small spaces. so we think it's perfect for young adults and young professionals when they want to beautify their house. one of the hottest plants are carnivorous plants. >> really, really cool. i tell people [ overlapping speakers ] -- when people come down there in terms of just the logistics of it. getting down there and getting in and then really are there a lot of experts for them to get information from. >> well there are a lot of experts. when you come down, come to ninth and lincoln. the hall of flowers. if you come up to the parking garage, we have a shuttle. when you come back down here we have discount parking vouchers. it's not a concern about parking. that was a concern at fort mason. we had a lot of problems with parking and people couldn't really get there. so we thought this was really a better location because it's in the heart of san francisco and

a man in new orleans has been arrested on suspicion of drunk driving after plowing his pickup truck into a crowd of people watching a mardi gras parade. 28 people were hurt after that truck crashed into the crowd yesterday. a police officer and a 3-year- old child are among the injured. when asked if the crash was terror-related the new orleans police chief says it looks to be more of a case of dui. >> traveling in the opposite

direction from the parade. struck two vehicles and reared off to the other side, struck a dump truck. in the process before that truck came to rest, struck a number of pedestrians. >> one witness says the driver received out it have. 21 people were hospitalized after that crash. five are listed in guarded condition. time now is 9:24. new video out of southern california showing a man doing just about everything he could to avoid being arrested. that includes jumping over fences, running through backyards and hopping on top of a roof and going from rooftop to rooftop. at one point you can see the man on his cell phone saying i need some help. eventually he was captured by the police. no one was hurt in that chase. take a look at this shocking cell phone video. a man clinging to the side of that car right there. police say the driver grabbed the man's 2-month-old pit bull from his apartment complex.

when the dog owner tried to get the puppy back, the driver closed up the window and took off in the car, trapping the victim's arms. the man held on for quite a while but eventually the dognapper opened the window. that man fell down to the highway. paramedics checked him out. despite being in a lot of pain he's going to be okay. the suspect and puppy are nowhere to be found. despite this year's heavy rains in california, the political battle over water in the state far from dover. >> what's at stake when it comes to the state's water crisis. for five years a drought left the golden state parched. farmers fog for every drop. even though california has had one of the wettest winters on record, the state's water crisis continues. >> it's dams that we need. storage that we need. as i've said in california, we have a dam problem. we just don't have enough of them. >> his local southern california water district is well prepared for the future but thinks most of the rest of

the state is not. despite the fact that voters approved a $7.1 billion water bond in 2014. >> money is there. there's money at the federal level. money at the local level. the money has been approved numerous times. it's just the lack of the will to actually invest and build it. >> we have a lot of work to do. >> until the past couple of weeks, governor jerry brown has focused his attention on a controversial rail projects. others have advocates for better, stronger dams. environmental opposition to almost all new water projects has led to the deteriorate of critical infrastructure like the oroville dam spillways. >> stuff happens and we respond. this is part of the ordinary process. >> where successful projects can take a decade or longer just to break ground. by some estimates it could cost california $100 billion to

repair and upgrade its water system. why should anyone outside of the state care? >> the amount of crops we grow there, but also the engine of the economy is driven by water. >> the weather in california has never been predictable. there were nine multi-year droughts in the last century. like this year, almost every single one was ended by floods, with just a traction fraction of the water captured. >> i think our state has a lot of work to do. just a little. a boycott from the president. >> the big washington, d.c. event that the president says he will not attend this year. more than a thousand people expected to attend this town hall event in oakland. one california senator won't be in attendance. why the organizers say that doesn't matter. they'll talk about their goals and on thives for this event coming up.

with is trying to get more open town hall form up les where we get to meet with our representatives. one of the things that's our goal of today is making sure that we are able to host a forum, that's our goal to do eventually. at this particular point we want to get people asking yeses. >> have you heard from senator feinstein's office about when she will be attending some sort of venue? town hall meeting where you can meet face to face? >> we have sent hadder a later. she has expressed some interest. we have no confirmation as of yesterday. we are meeting with her staffers, which is another thing that our group does. we get people to office hours, to town halls. to raise questions about certain problems we're seeing in order to resist the trump agenda. we want to resist what's going on with trump's policies. with all of the zone phobic things going on in the news lately. we want to make sure we have a

community of inclusion where everyone is involved in government. that's one of our main goals of today. >> thanks very much. one of 30 groups, political groups taking part in this event happening today. starts at 10:00. there are some people outside the door this morning. the capacity in the auditorium, the capacity for this auditorium is 600 people. they have some other stuff going on outside on the school grounds. according to their facebook event page they had 2700 people rsvp they were going to be here and attend. we'll see what the turnout is like in the next hour or so. >> at some of the town halls when lawmakers had them they had to turn people away. what are they doing when they run out of capacity? >> that's why they have some of the other stands and events and things going on outside the auditorium. it's a high school campus so they've got a lot of real

estate out here where people can spill out into. >> there's a lot of passion out there. s are live for us in oakland, thanks. governors from across the country are in washington, d.c. for the national governors association meeting. one of their concerns is president trump's -- republican wisconsin governor scott walker and -- talked about some of the key issues. >> as governors we want personalized, patient-centered healthcare that treats people not like a number but like a human being. that's a common sense that we want -- certainly something the president talked and was interested in. >> i'm concerned about how we do this going forward. if you're going to block we're going to have a set number. what happens if we have a recession. what happens if the stock market goes down? we at the state level will have to incur those costs. >> the plan they'll present to congress would give states more flexibility to be able to

provide healthcare coverage to low income residents. republicans are not being honest about the effects of the plan. the governors are going to meet with president trump and congressional leaders tomorrow. president trump is not going to the annual white house correspondents dinner. he broke that news on twitter. the event set for april 29th is a washington tradition. it always brings a mix of celebrities, tomorrow journalists and politicians. it's been a little bit controversial this year. many news outlets vowed to boycott that dipper after the president called the press the enemy of the people. the democratic party has a new chairman this morning. >> i am confident that when we lead with our values and lead with our actions we succeed. that is what the democratic party has always been about. >> that is your new chairman. former secretary of labor under

president obama thomas perez. he was elected chair of the democratic national committee yesterday in georgia. he's the first latino to lead the party. democrats are hoping to build on anti-trump momentum to take back congress and stop the president's agenda in the elections coming up in 2018. president trump took to social media to react to the election of the new chairman. congratulations to thomas perez who has been named chairman of the dnc. could not be happier for him or the republican party. here's chairman perez' reaction. call me tom. don't get too happy. keith ellison and i and democrats across the country will be your worst nightmare. congressman keith ellison is set to be the deputy chairman. asking for the public's help to catch a package thief. they released these photos of the suspect smiling in front of a surveillance camera. that theft happened in the san marco area on thursday. police say the suspect approached the victim's home twice to steal packages that were sitting on the porch.

it's watered, it's not so. it actually needs to be watered. >> bruce, my big problem -- i've got a beautiful orchid. it's in my bathroom. the roots are starting to climb out of the thing. i need to repot it. the one that went up and bloomed was a year ago and now it's a stick figure. should i cut that back? how do i get it to rebloom? >> well that's a great question. what happens is if you look at this orchid, imagine this without any flowers at all. if this stem is brown then you just go ahead and cut it all the way off to the bottom. if this is still green like it is here, you can take the end of the stem like i'm doing here and you break the there's a three flowers off. that'll send out branches from the side of the old stem. i only recommend doing this when the stem is still green. since i've done it on this orchid, what's going to happen is it's going to be branches coming out of the side of it orchid as well. had you go to the stores and

see plants with multiple stems, that's how they do it. >> i think a lot of people have a stick in a planter. if they come to the show, there's so many different varieties. you have all the different kinds they can buy. if they have one and they go to the score, maybe they've after this weekend, how do they know which ones? is there a best one to buy? most likelihood it'll stay around for a while? >> there is. this flower in front of me is -- this won best at show in our show this weekend. you're able to buy the same orchid that won best of show because there's stems of that same orchid. you're able to buy the best orchid we have in the show. i recommend these very much. now these are ideal to use because they're tough. they bloom very well. the blooms last for months and months. what's interesting in terms of design wise, they sell them with wires in them. you can take these wires.

you can take this wire and bend it to any shape you like. then when it's made the shape you like, you can take this wire off and it'll retain the shape it has. >> that's really cool. [ overlapping speakers ] >> you can bend it right over the -- you can put it straight up in the sky. the biggest question about these i get is how do we get these to rebloom. go you have one of these and as we talked about before the stem is dead and it's probably growing in the same room you've had for probably the last year. what i recommend doing is taking this orchid and moving it to a room that's a little cooler. maybe 0 or 10 degrees lower in temperature for one or two or three nights. that will get another spike to form at the base of the plant. that's how the professionals do it. we have a whole greenhouse full of these. we want them to bloom in time for valentine's day. a couple months before we lower

sort of moisture starved. doesn't have a whole lot of moisture with it. where is that plume of subtropical moisture we get? it's way south. take a look at that. streaming across baja, california. we're not tapping into that. we'll remain with a few scattered showers. it's going to be a weak system. some of us are likely to remain dry. talked about the advisory for our beaches. how about the sierra. later today into early tomorrow morning. a winter weather advisory. snow levels are dropping. a few inches possible over the passes. be prepared if you're going up or coming back. afternoon highs for today, mid to upper 50s in the forecast. partly cloudy skies. as we get into tonight we do have a chance for scattered showers. it will linger into tomorrow morning. it really doesn't look like a big deal. may have a little bit of wet roadway on the morning drive. just a heads up for that. but once we get past this weak
